Can the rain-fed rivers be relied ? Do the farmers leave the planted saplings at the mercy of the fate?

It is alarming that a large part of the population lives at the mercy of the rain-fed rivers. These rivers keep disappointing the millions.whose destiny is cultivation of crops.
For instance, the deccan rain-fed rivers of India, hardly do satisfy the farming and electricity generation round the year. Other than the few large rain-fed Deccan rivers, there are many rivers which remain dry for a large part of the year. The sporadic rains make matters worse. Further, the deceptive political system enables the ignorant people to live at the mercy of the schemes and projects,that would fill the pockets of the corrupts.
It is dejecting that the people have been
suffering from the lack of water but have failed to rediscover the ancient methods of recharging the ponds and the ground-water tables. The basic problem lies in retrieving the numerous ponds that lie hidden under the urban lay-outs and encroachers.
The few name-sake ponds cannot quench the thirst of the world's second largest populated country.

The problem would be left without a solution and remedy as long as the ruling and the ruled ponder but cannot sacrifice the places which were ponds at a time in the past.
